The new Tory Government constituted the Statutory Commission in 1927 because it wanted to review the working of the British constitutional system in India and suggest reforms. The Commission, headed by Sir John Simon, had no Indian member, so its appointment also reflected the British Government’s desire to keep control over the constitutional future of India.

Border roads are important because they improve accessibility in remote and difficult border areas. They help in the movement of army and goods, ensure security of the borders, and promote economic development by connecting far-flung villages and markets.

Transactions are made in money because money acts as a common medium of exchange. It removes the difficulties of barter system, such as the double coincidence of wants, and makes buying and selling goods and services easier, faster, and more convenient.

Non-cooperation became a movement when Mahatma Gandhi transformed it from a mere idea into a nationwide mass struggle. He called upon Indians to refuse cooperation with the British government by boycotting government schools, courts, councils, and foreign goods, and by surrendering titles and honours. As people from different sections of society responded to his call, it developed into a broad national movement.

The Non-Cooperation Movement spread to the countryside because peasant and tribal groups related it to their own local grievances. In Awadh, peasants joined it under leaders like Baba Ramchandra against high rents and oppression by landlords. In the Gudem Hills of Andhra Pradesh, tribal people supported it under Alluri Sitaram Raju because they wanted relief from forest laws and restrictions. Thus, local issues helped the movement reach the rural areas.
